Town Meeting Codifies Non-Cooperation with ICE in New Community Trust Bylaw

Key Points

  • New bylaw prohibits town participation in civil ICE enforcement
  • Petitioner Peter Matlin sought to build trust with immigrant communities
  • Police Chief Dana Flynn opposed the measure as redundant and confusing

Voters approved Article 37, a citizens petition to establish a Community Trust Bylaw that codifies a policy of non-cooperation with federal Immigration and Customs Enforcement (ICE) for civil immigration matters. Petitioner Peter Matlin argued the bylaw provides durability and civilian oversight, clarifying that the town will not participate in the often brutal ICE operations.

Police Chief Dana Flynn expressed significant concern over the measure, noting the department already has a policy in place. He argued that having both a policy and a bylaw could create confusion for his officers. My officers have a hard enough job... now we're going to have two documents that essentially allegedly say the same thing... which one do they follow? Flynn asked. Despite the Chief's opposition, the bylaw passed with a vote of 78-60-3.

Motion: To accept the bylaw.

Vote: Passed 78-60-3
