Plymouth residents who packed the Great Hall on Monday night were sent home without answers after administrative failures forced the Zoning Board of Appeals to postpone a highly anticipated hearing. Board members expressed visible irritation as they announced that the cases known as PY 4183 and 4184 could not proceed because essential information had not been submitted in time for the session.

Chair Michael Main voiced the board’s displeasure regarding the delay, noting the significant public turnout for the unspecified project. This board does not like to do this—to continue a case without any testimony whatsoever because this whole audience has come out primarily to speak on this petition, Main said, adding that technical issues with board computers compounded the evening's difficulties. I'm going to strongly reiterate to those folks that this can't keep happening... It's time to put this to bed. Motion Made by P. The board later moved into a split decision regarding a new gas station and automotive filling station at 2 Commerce Way. High Rock Cranberry Crescent sought modifications to allow two pylon signs rather than the single sign typically permitted. Peter Marge of New Hampshire Signs explained that the property’s layout, which features entrances on both Carver and Commerce Way, necessitated dual signage to guide traffic effectively. The reason for two road signs is that the site has two entrances of equal status, Marge told the board, noting that the applicant had already reduced the signs from 70 square feet to 50 square feet and lowered the height to 16 feet following Planning Board feedback.

Board member Ed Conroy pushed for further clarity on visual clutter, specifically requesting the removal of car wash panels. I wanted to see that taken off because you drive past the car wash and can see it anyway, Conroy noted. While M. Leary indicated he was fine with it now that it’s reduced in size, Peter Conner remained the lone voice of opposition. I just don't like the two signs even though they are smaller, Conner said, arguing that other stations on busy corners manage with a single pylon. Motion Made by M. Leary to approve Case 4189 with conditions including a ban on internal illumination and the submission of updated plans. Motion Passed (4-1)

A more routine proposal for 233-235 Sandwich Street received unanimous support as the board cleared the way for a new deli to replace a former drugstore. Applicant Brian Ellis requested a waiver for off-street parking, arguing the new use would actually require fewer spaces than the previous pharmacy. The operation will be small-scale and locally run, Ellis said. Discussion turned to the fact that several existing parking spaces actually encroach on town-owned land, a situation Town Staff Jason Silva described as a common local tradition. It is common and traditional for people to use a portion of the road easement along their frontage, Silva explained, noting the town has no plans to reclaim the area. Associate Member David Peck supported the waiver, stating, the on-site parking meets the needs of both uses regardless of the easement. Motion Made by M. The board concluded its business by granting a special permit for a new Thai massage parlor at 23 Aldrin Road. Petitioner Joseph Yianiskitz described the business as a low impact, by appointment only service located in a former medical office. To ensure public safety, the board mandated that the applicant clearly identify the specific unit location for emergency responders. Motion Made by M.
